Steps Recovery Report Card

Many State and Federal officials have said repeatedly that Katrina recovery priority should be focused on our most vulnerable populations. Ordinarily, the federal requirement is that at least 50% of Federal recovery funds must principally benefit low and moderate income families. Yet, through State requests for special waivers, Mississippi, the poorest state in the nation, has programmed funds in ways which dramatically miss their intended target. This slide show outlines how programming has fallen far short of Federal targets and State promises.
